Adoption Process Information

You travel to the city your child is in to meet the child, decide whether you will adopt the child and then go to court to adopt the child. If you adopt, you then go to Moscow where the US Embassy will issue an immigrant visa. Then you sightsee if you have time and return home. [Note that for Far Eastern adoptions, you may only have to go to the Consulate in Vladivostok and a courier may take your documents to Moscow and back.]

You will have a meeting with the MOE where you will officially receive the referral. Some agencies operating in some regions provide you the referral information before you travel. Wear business clothes (as you will in court) as the MOE may not think you take the adoption seriously if you are in casual clothes.

When you meet the child, a representative of the MOE will be present to observe the encounter.

During one of the visits, you will take the child to a photographer to get a Russian passport picture. Someone from the Baby Hospital or Children's Home will be with you since you do not have custody at this point. If you can get the visa picture taken at this point, it will save you time the morning that you go to the US Embassy in Moscow.

Your child may be scared of you or otherwise not react well. Your child may bond to one parent and reject the other. On our first adoption, three toddlers all attached to their new mothers instantly and didn't want anything to do with the fathers.

One APR contributor said her (older) child had been told that her parents were coming back to get her (in reference to her new adoptive parents).

Depending on how much time you have between your arrival in the city and the court date, you may see the child more than once before the court proceeding. If you have any doubts or concerns after meeting the child, you are not obligated to go through with the adoption. [Your agency should stress this to you before you leave for Russia.] If you don't feel comfortable about it, don't.

If you are uncertain, additional visits before the court hearing can be very valuable. On our first adoption, our son was apathetic and lethargic in our first encounter. We were extremely anxious after that. We met him again the next day, before our court hearing, and he was very interactive and showed initiative.

Here are some questions you might want to ask the doctor or director:

The facilitator has a lot of work to do during the trip to the city and you may or may not be dragged along. Bring food and water with you in case you are on the go all day long. On our second adoption, we left Moscow at 5:30AM, drove to Yaroslavl and finally checked into our hotel around 7PM. We tagged along as the facilitator visited various offices.

Toddlers do not typically wear diapers in Russia. Bring an extra change of clothes for yourself in case you are urinated on. I speak from direct personal experience!

When you go to court, you should wear formal clothes. It is a serious formal event and you should dress accordingly.

After the judge approves your adoption, you will get the child's new birth certificate, adoption certificate and passport. For at least one of these, your presence and signature will be required. Depending on how your facilitator does things, you may tag along for the entire paper chase.

Effective April, 2000, adopting parent(s) not using an accredited agency must appear personally before the Ministry of Education to receive referrals. This means that the adoptive parent(s) must make one trip to Russia to receive and accept a referral and another trip to adopt the child in a Russian court. However, the use of facilitators continues. This is good news for the majority of us who do not speak Russian or have any clue how to navigate the Russian bureaucracy

When working with an accredited agency, referrals may be received without traveling to Russia. When working with these agencies, many regions are on the 'one trip' system that was used before the April 2000 law change. The list of accredited agencies is available on this Russian website.

Whether or not a 10 day waiting period will still be imposed after the adoption is not clear and may vary from region to region, as it does now.

Any regional differences in the enforcement of the new laws will be reported as people return from Russia and report their experiences.

You can look for information about particular cities at www.city.ru.

If you travel by train, bring sheets to put on the mattress, toilet paper, soap, food and water. Train schedules.

If you travel by plane, you may find the domestic airports crude. One couple did not realize their Moscow facilitator couldn't accompany them past a certain point and they were completely on their own. Also, smoking is allowed on domestic flights. To avoid as much smoke as possible, try to sit at the front of the airplane.

Russian hotels do not routinely offer bed sheets or pillowcases. They use duvets. It can be far too hot in the summer; some would prefer sheets. There isn't air conditioning or screens on the windows in most places except the better western-style hotels. Windows can be so low your child could fall out.

Bathrooms typically don't have shower curtains and the floor will be completely wet after a shower.

If you stay in someone's home, take off your shoes.

Abakan was very interesting. The people were much warmer than the people in Moscow, and the Khakassian people are very beautiful. There is a great deal of poverty there, but it is well disguised. Abakan is a beautiful city, and though we were there in the fall, we had heard that spring is the best time to see the city.

Our room was actually more like an apartment. 2 bedrooms, kitchen, bath, lav and 2 balconies. The one balcony overlooked the square/ commons and you could see the vent shafts to the massive bomb shelters.

Park Hotel

Old and in need of repair. Luxurious at one time, which was evident by the furnishings and marbled bathroom. Staff was wonderful and very warm and as helpful as possible. The pillows are down, so if you have allergies, bring your own pillow. The hot water could be turned off for any reason at any time, and this happened while we were there.

We were expected to eat our meals at the Hotel restaurant and to write our own menus ahead of time so that they could custom prepare meals for us. Our wonderful translator/facilitator helped us with this. It was very awkward, since we had no idea what was available locally, and we would have much rather simply picked something from their existing menu. Our translator told us that this was a difficulty for many of the adopting parents and he had tried without success to change things. It sounds silly, but having to write our own menu on a daily basis was very stressful, and during the adoption period, one doesn't need any added stressors!

Not a buffet - you dont get to choose. Right behind a busy bus stop. The smell of rotton garbage was everywhere outside.

The hotel was in poor condition, dirty, bad smell and there were a lot of working girls there (walking up and down the halls at nights, taxis arriving at all hours, very noisy). This hotel was the "best" in town we were told.

[Possibly the same hotel, 2/01, $20/night]: We were there in late January, our room was cold, we slept with our coats on. Other Americans in the hotel did have heat, we just got lucky enough to not have any! It was inexpensive and clean. The hotel itself is old, very old, furnishings look 40's to 50's and yes they are the originals. No one at the main desk speaks any English and if they do they don't let on. What was good about this hotel was calling home. You went to a designated room with a phone in it and were given the key to use the phone. Our facilitator gave un instructions on how to use the phone. The desk attendent on the second floor was alway very accomodating with the use of the phone. It was VERY inexpensive to call the US this way, our calls ranged from 2.00 to 5.00 per call. The 5 dollar call was 10 minutes to the US. Food was excellent in this hotel and very inexpensive although I have heard from later families going the prices have been increased due to the high traffic of US families visiting.

I have heard some facilitators who don't work in Ekat theorize that those that do like the increased fees from a longer process.

Some say it is a wonderful city to wait out the waiting period in, others say 'avoid Ekaterinburg' because of the recent [late 2001] impossibility of having the waiting period waived. One judge said she could only waive the 10 day waiting period if there was a serious medical condtion.

The "floor ladies" will do just about anything to help you out for a small fee (and I do mean small).

Food in the hotel is not bad if you can somehow communicate your wants and desires. Nobody speaks any English and if you look confused they will speak faster and louder - in Russian.

Close to your main sources of food - World Pizza and Golden Chicken.

There is a Department Store, a supermarket, any number of smaller markets and even a nice baby store within walking distance of the hotel. The Puppet Theatre is one block from the hotel - corny, but the kids loved it.

Turn your phones off at night as the "call girls" will call you, over and over and over.

The room and the hotel were great. Two double beds, a small sitting area, cable TV including one British news channel, a modern bathroom (shower only). The gift shop was very reasonably priced and nice craft items including many examples of Matroskya dolls. The best part of the hotel was the free use of the sauna. If you are staying in a business class room or a suite you get free use of either of the private saunas. The larger one has TV, dining/conference table (where you can order room service), a steam sauna and (the kids loved this) a small swimming pool. If you are staying in a less exensive room you can still rent the saunas, but I think that they are expensive.

In Northern Siberia, 100 miles north of the Artic Circle. Very remote and considered closed because of sensitive governmental work done there. Special clearance required to enter; few Americans have been there. Our child was the 7th adoption from the city. Very polluted, harsh climate; bleak and depressing. People were wonderful. Airport closes regularly due to high winds. Flights are diverted to other Siberian cities all the time, where you can be stuck for days. In most of these cities, noone speaks English. We were stuck for a day in another city without a translator. It was a very frightening experience. I would recommend only making the flight with a translator.

Restaurants in walking distance, including a nice little deli/pizza place. Restaurant "Krystall" is nice for about 400 rubles each (dinner). No English menu; translator had to order.

"We stayed at the Hotel Urals in Perm last summer, and I would highly recommend it.  Of course, it's not up to American standards for hotels, but I thought it was quite acceptable (better than I expected from the nightmare stories you hear).  It is run by Permtourist ...  Of course, since the 10 days is almost never waived in Perm, we stayed there 12 or 13 nights.  The staff was really nice to us.  Went out of their way to try to be helpful (although only a few speak any English). There are several cafes in the hotel with quite reasonable prices (and the one on the 7th floor has an English menu).  There is also a bank in the lobby for money exchange and an office of the airlines there so we could make our flight reservations to leave in the lobby.  There is a nice market right across the street.  Nobody there speaks English, but we did okay with pointing to what we wanted and having them show us the total due on their calculator so we didn't have to be able to understand what they said either."

" We were there in late July and early August, and the worst thing was no AC or fans and no screens in the windows.  It was hot and there were lots of mosquitoes. Also lots of noise from the street with the windows open."

Samara is the Russian equivalent of Hershey, PA - chocolate city.  Buy boxes of it to bring home.  They also make vodka there.  Don't take American liquor as a gift, because they think it tastes like bad homemade vodka.

National Hotel must have been opulent in 1915, and has survived nearly intact even following 80 years of communism.  Compared to modern hotels, the National has a charm you will seldom find in world travel.  Forget what you've read about austere Russian hotel rooms.  Every room at the National is different and the appointments surpass the modern expectation of plastic cups and synthetic bed covers.  Use your skeleton key to open a door into history.  Expect to find wool blankets and a glass china cabnet filled with crystal and china table settings with cloth napkins shaped into flowers.  High ceilings, long drapes, oriental rugs, and matched antique wooden furniture are the norm.  There was no refrigerator or microwave and no English spoken.  The "restaurant" served whatever they darned well wanted to serve for breakfast (included in cost).  We had fish our first morning and tongue for our final morning meal.  There is a deli outside on the corner and a grocery store one street away.  Buy a carton of little chocolate candy bars to hand out when you return home.  Somedays there is a market on the side street outside.  Don't miss the Russian folk singing and dancing floor show at U Polyshu restaurant a block away - take your video camera.

Eequivalent of about a 4 star US hotel - very nice. Outstanding Italian restaurant on the top floor. Breakfast buffet (very nice and big) included in rate. Lots of western travelers stay here for aerospace industry. We did not feel out of place. Staff spoke excellent English (better than in Moscow hotel). Lots of the guests also spoke English so we fit in well. Downside - far from town. You are isolated at the hotel and not much interaction with the town.

Roads in St. Petersburg were quite bad, w/ numerous potholes. There are American food alternatives, MacDonalds, Baskin Robbins, an American pizza chain, and also good domestic restaurants. Very pretty city, with waterways and bridges. We went in summer, during the "White Nights." Fun to see everyone up at midnight strolling and playing. Canal tour is nice, but is in Russian, so be prepared to just enjoy the scenery or ask your facilitator to come and translate. Peter's Palace, outside Petersburg, is wonderful. The churches are beautiful. There is a great bazzar under the eaves of the Church of the Blood of our Redeemer, with many handmade Russian items for sale.

Best Western Hotel Neptune

Our facilitators took us to Russian supermarkets and we shopped and cooked for ourselves quite a bit of the time. There is a restaurant on the top floor which is very nice. Drawbacks: no one speaks English, it's out of the center of St. Petersburg so you'd need daily transportation and you need to pack things like good T-paper and face cloths. Cooking may or may not be a challenge - we found few pots, pans, or utensils, so became quite inventive."

Across the street from the "Siberian Bistro" which had Russian "fast food". The hotel was being renovated and was clean and nice. The water was turned off sometimes during the day for repair, but usually after we had bathed for the day. Very convenient to food and the orphanage.
