A total of 3 stories were officially translated
with Japanese subtitles and released on the Pony Video (now Pony-Canyon
Video) label, between 1983-1986. Some of these video tapes were still
available for rental and/or purchase in Japanese video stores as late as
the mid 1990's. These stories were: "Revenge of the Cybermen", "Pyramids
of Mars", and "Robots of Death".
Previous reports of sightings of "Genesis of the Daleks" and "Seeds of Doom" are probably either erroneous or may have been sightings of pirated video.
It is believed that these subtitled editions were originally produced in an effort to sell the series to NHK Television (sort of the BBC of Japan), sometime in the early 1980's. To the best of my knowledge, the series was not purchased and no episodes were ever broadcast.

The Movies

Both Peter Cushing films were released in Japan.
Apparently, at least one of them (probably the first) was dubbed.
The second film may also have been dubbed, but if so it was not released
on video this way. The second movie was released on video in subtitled
format with the King Video/Tohokushinsha Home Video label (which, incidentally,
is now defunct).
The 1996 Made-For-TV film (Doctor Who: The Movie, or "The Enemy Within") has also been officially translated in subtitled form; it ran on NHK in 1997. A release of this film was available in Japan on video tape, laserdisc, and DVD. However, it is unclear if this was actually a Japanese release or an import of the Hong Kong release of the film. It is believed that the Hong Kong DVD release contains multiple subtitling formats, including Chinese and Japanese.
