Style Sheets

1. Use style sheets for explicit text and graphic placement, and for highlighting document sections (font size, color, formatting, etc.), not directly in text (except for logical elements that provide semantic coding like <STRONG>).

2. Make pages readable / usable without style sheets (e.g.when the browser does not support or the user prefers not to load).
