He married Elsie Irvin Miller in Richmond, Virginia, February 14, 1927. (Elsie Irvin Miller is #886.) Elsie was born in Willow, Amherst County, Virginia October 01, 1902. Elsie is the daughter of William (Will) Hamilton Miller and Annie Bowles.

Charles Thomas Phelps and Elsie Irvin Miller had the following child:
