After the invocation and pledge, the agenda was approved along with the bills. Comm McKay noted a lot of stationary being bought from a non County company. Comm Mattingly said that department has a five year contract and thinks it must buy from the out of County company. Lacer noted the applications for the procurement review committee have been closed out. The bills were approved. Mattingly made a motion for Comm Pres McKay to be authorized to sign the check register if the BOCC does not meet. The minutes were approved.
Next came the Americorps Vistas for a commendation.
Al Lacer came to present the County Administrator’s agenda. The first thing that happened was that Comm Pres McKay announced that the new facility at the Higher Education Center will be the site of the January 28 meeting. The draft agendas were approved. Dennis Nicholson presented the emergency shelter and subrecipient agreements with the State. These agreements provide funds for Angels Watch, Three Oaks, and the Department of Social Services. Comm McKay asked who provides the matching funds, and Nicholson replied that the agencies supply the matching funds. Comm Jarboe said he has worked with Angel’s watch, they do wonderful work, yet they don’t get as much as Three Oaks. Shouldn’t Angel’s watch ask for more. The director (Beth Flynn) replied they asked for more and got more. Nicholson noted that Angel’s Watch can apply for funds from three counties as opposed to Three Oaks which serves only one County. Comm Mattingly noted that the Tri County Council tried to get a committee to look at the facilities for Angel’s Watch, but Calvert wasn’t interested. The grant was approved along with the subrecipient agreements.
Paul Wible came to seek approval for a grant to acquire a Rural Automated External Defibrillator (AED) ($22,192). This grant will put emergence defibrillators in some police vehicles. The Holllywood Rescue Squad took a defibrillator on a call for someone not breathing. The person whose life was saved came to present thank you gifts. Raley asked and was told that the $22,192 will provide 8 units. The grant was approved.
Gene Carter, Director of the Office on Aging to increase the grant amount for the Alzheimer’s Disease grant. Carter said three counties were selected for this grant and St. Mary’s was one of them. The $50,000 of federal funds is used for respite care to families of Alzheimers patients. Comm McKay asked how much progress we are making. Carter said the amount sounds generous, but 17 are served and 14 families are waiting. They also used the National Family Caregivers Support and money from the County. All the programs have waiting lists. Carter said they are able to provide some help but the need far exceeds what the Office on Aging can do. Comm Mattingly asked what we can do for inpatient care in the County. Carter said we cannot serve all those who could use care. The Nursing Center is at capacity and Bayside is close to capacity. We do not have a large assisted living facility. Even at Cedar Lane, many residents cannot afford the cost of that program. There is another provider who is attempting to open a small assisted living homes (for 3 - 6) individuals. There is a group affiliated with the Episcopal church trying to get land and build an assisted living facility. Carter said we need to get proactive. Carter said he would work with Mr. Savich. The land use code, he added, only recently allowed this sort of facility in various areas. Comm McKay asked if the group mentioned was in Wildewood. Carter said the group he was talking about was the Rev. John Ball at Trinity Church. A list of appointments followed. Susan McNeil was not reappointed to the Board of Appeals. They went into executive session to discuss litigation and personnel.
I think I saw Mr. Gollahan, the developer of McIntosh subdivision, leaving the County office building as I came in. I found Bob Boxwell and David Waring of the Trib Team in the BOCC meeting room when I arrived, and David Jenkins and another person at the table talking about the Patuxent River Commission. I missed most of it. The meeting adjourned and we went to the Sheriff’s Office and the Detention Center.
