TIGER/Line® data is the premier, foundation GIS data set for US streets, addressing and many other data items. Every few years, the United States Bureau of the Census updates and re-issues the TIGER/Line data set complete with revisions from Census Field Offices nationwide. A set of six CDs covering the entire United States, TIGER/Line is the data set that underlies many commercial products. The last major update occurred in 1994 and resulted in the release of TIGER/Line 1995. TIGER/Line 1997 data is the long-awaited update to this key database.

Important Notice: TIGER/Line 1997 CDs 4 and 5 Corrections
The Manifold TIGER/Line data set CD copies for CDs 4 and 5 were mastered using TIGER/Line 1997 master disks provided by the US Bureau of the Census. After the mastering process, the US Bureau of the Census found two small errors in these CDs and has re-issued CDs 4 and 5. The error in CD 4 is limited to a single record in Collin County, Texas. According to the Bureau "the longitude and latitude for CENID C6128 POLYID 10392 in Record Type P (Polygon Internal Point) have "0" values in the POLYLONG and POLYLAT fields. These values are incorrect and may pose problems for some GIS software applications. The correct values for these fields should be POLYLONG: -96707003 and POLYLAT: +33004206." There were no data errors in CD 5. The corrected Collin County TIGER/Line 1997 zip file is available for free download at ftp://207.181.219.11/downloads/census/tiger_line_97/cd_4/Tiger/48_tx/Tgr48085.zip
CDs 4 and 5 also apparently had errors in several Record Type files that had lengths inconsistent with specifications. Record Types 7 and 8 had record lengths one character short of specifications and Record Type S had a record length one character more than specified. This may affect some GIS software packages. Note that there are no data inaccuracies, just a departure from the official TIGER/Line spec for some record lengths. If you havent experienced any problems so far, dont worry about it. Manifold System and most other GIS packages are not affected by the slightly varied record lengths.
The errata are so minor that the Manifold CD set continues to ship with the original TIGER/Line 1997 CDs 4 and 5. If you wish to custom order "new" CDs that correct the above two errata, you may do so for an additional fee of $25 per CD desired.
Questions and Answers
How can you charge only $97 when the U.S. Government charges $1500 for the same data? The Bureau of the Census tells us they are allowed to recover its costs in providing this data to the public. Our costs must be lower than the U.S. Government's costs.
Will I get my CDs faster by ordering from the Government? Not likely. We can ship same day and get you your CDs by 8:00 the next morning using Fed Ex's top line service (extra charge). You'll get your CDs faster and still save over $1300 ... isn't that a great deal?
Do I get all six CDs at one time? Yes. The Manifold TIGER/Line 1997 republication started in April, 1998 as a subscription. However, all six CDs have now been issued so we ship all six CDs at once.
What are the shipping fees? $10 for ground shipping anywhere in the US, and $20 for second day Federal Express service.
Suppose the Government makes an error? Errors are not unknown. One CD in the '94 set was mastered by the Census Bureau with a mistake that required a re-issue. We will provide any re-issued CDs at a flat rate of $25 per CD, plus $5 shipping. At the present time, the Government has re-issued CDs 4 and 5; however, the data errors are so minor there have been virtually no orders for re-issued CDs. Even if you wish to spend $25 to get an archival copy of a "new" CD, you still save over the Government price of $250 per CD.
Can I buy just one CD in the series? Yes. Individual CDs are $45 each with a $5 shipping fee.
Do you make any changes in the TIGER/Line 1997 Data Set? No. The CDs are identical in content to the Government's own mass production. All files are exactly the same as the Government's mass production from identical digital CD images. Every CD produced by us contains a perfect, exact copy of the equivalent CD's TIGER/Line 1997 data set produced by the U.S. Bureau of the Census. We do change the silk-screen graphics (picture above) printed on our CD's to make it clear that our CDs are produced by us. We want to encourage additional word-of-mouth sales and sure don't want anybody to confuse us with the Bureau of the Census!
What GIS systems can use this data? That's a question for your GIS vendor, although it's hard to imagine a modern GIS program that cannot use TIGER® format data. Although we of course recommend using our GIS product, Manifold System, it is important to note that our republication of the TIGER/Line 1997 data set has not been translated into Manifold format. It is the original, exact, Bureau of the Census format and can be used with any GIS program that supports TIGER format.
Can I use this data in my own programs license-free? Yes. The actual data is in the public domain so you may use it in any way you like. It is completely royalty-free. By spending $97 with manifold.net, you acquire a really cool public domain data set that you can copy as much as you like without paying a penny more to any third party. You can copy this data set, resell it or give it away, create commercial products based on it... whatever! Now, isn't that a great deal?
Why is there a "registered Trademark" symbol on TIGER/Line? Even though the TIGER/Line 1997 data set is 100% in the public domain, the words "TIGER/Line" have been registered as a trademark by the Bureau of the Census. If you ever use the Bureau's trademarks, make sure you use them correctly as required by U.S. trademark law.
Does the registered trademark restrict my use of the TIGER/Line 1997 data? Not at all. You can use the data however you like. The registered trademark has no effect whatsoever on the public domain nature of the data.
Must I use the registered trademark to identify my use of the TIGER/Line 1997 data? No, although the Bureau erroneously implies that you must in the TIGER/Line documentation. Because the data is entirely in the public domain, you do not need to use the Bureau's trademarks if you use this data. You can sell a product using the TIGER/Line 1997 data set without ever mentioning the Census Bureau or its trademarks. However, if you do decide to use the Bureau's trademarks to identify the origin of this data, you should use those trademarks correctly. We think voluntarily giving proper credit to the Bureau when using their data is a matter of good taste and common courtesy, but it is not a legal requirement.
Do you have any special relationship with the Bureau of the Census? No. We are just another customer of the Bureau of the Census, just like anyone else who pays them $350 for a master or $250 for a regular CD. Other than that, we have no connection with or authorization from the Government of the United States or any agency thereof. We are not endorsed, authorized, or approved by the Government of the United States or any agency thereof. We are sure grateful for that, because if we were a part of the Bureau of the Census, we wouldn't be selling the TIGER/Line 1997 data set on CD for only $97. Aren't you glad we aren't a part of the government?
