Rules: The ISAF RRS and the prescriptions of US Sailing, the SCIRA Rules for Conducting National and International Regattas, the Deed of Gift and the Sailing Instructions shall be in effect.

Advertising: This regatta is classified as a Category "A" event per RRS Appendix G3 as specifically modified by the SCIRA Event Sponsorship Policy.

Entry and Eligibility: This regatta is open to SCIRA registered boats, skippers and co-skippers. Any junior team attempting to qualify for the 2000 Western Hemisphere and Orient Championship shall not be older than 19 at any point during this calendar year (applicable to both skipper and crew).

Registration:

Pre-Registration Fee: US Sailing Member: $135; Non-US Sailing member: $140; Eligible Juniors: $65 ($70 if non-US Sailing member).

Late fee if postmarked after 9/1/99: Additional $35; Juniors $10.

A registration form will be included in the SCIRA bulletin. Registration forms and other regatta information are available on the 1999 North American’s web site (http://users.rcn.com/nmendez/na.html).

Measurement: (1) All boats are required to have a current Class decal properly displayed. (2) All boats will be weighed, sails measured (unless already measured and stamped in 1999) and safety equipment checked at the discretion of regatta officials.

Sailing Instructions: The Sailing Instructions will be available at check in and measurement.

Courses: The courses to be sailed are the Class approved courses for Championship regattas as published in the current SCIRA Official Handbook.

"Black Flag": RRS Rule 30.3 shall not been used in this regatta.

Scoring: The SCIRA Low Point scoring system shall be used. The Race Committee will attempt to sail 6 races; in the event that 6 races are completed, there will be one throw-out.

Prizes: Prizes will be awarded to the top 5 skippers and crews with the winner receiving the Birney Mills trophy. In addition, prizes will be awarded to the top 3 junior, skipper and crew.

Qualification for Subsequent Event: Top 2 skippers from the U.S. will qualify for the 2000 Western Hemisphere and Orient Championship in Rosano, Argentina. In addition, the top junior skipper from North America also will qualify for the 2000 Western Hemisphere and Orient Championship.
