CAC Meeting #3: Alternative Concepts

On April 19, 1999, community members and the CAC participated in a workshop where they reviewed alterntive land use and circulation concepts for the Elverta Specific Plan area.

MEETING OBJECTIVES:

The overall objective for Meeting #3 is to allow the CAC to review alternative concepts and identify features they would like to see in the preferred land use plan.

REGIONAL ACCESS

Regional access to Elverta is critical in terms of its marketability.

The County General Plan and Rio Linda/Elverta Community Plan identified Dry Creek and Elverta Roads as principal north-south and east-west access routes. Kasser Road was identified as another future east-west route in the County's policy plans.

The Elverta project's traffic consultant has been studying the Community Plan circulation concept, and others. There are three overall circulation framework concepts that are being studied. The alternative circulation frameworks are also being tested in the land use alternatives.

The workshop participants reviewed four circulation alternatives:

LAND USE AND LINKAGE CONCEPT ALTERNATIVES

The CAC alternative concepts included four "consensus features". These features were used in refining each land use concept alternative. They include:

Teams will review and discuss the features they favor in the three land use alternatives. These features will be used to prepare a preferred land use concept plan.

TEAM #1

Team 1 preferred Alternative C and made the following observations regarding its strongest features:
o school site locations in NW and SW quadrants
o compactness of the village center
o multi-use trails that connect to the community center
 
1. Which Village Center location, design, and land use combination do you prefer?
Location: 16th and Elverta as focal point
Design: main street element included
Land Use : surrounding even densities
 
2. What location for new schools relative residential areas do you prefer?
Location: opposite quadrants-NW/SW
 
3. What alternative's open space system is the most appealing? Why?
Best Features: (see diagram)
 
4. Based on what we know now, what regional access framework do you prefer?
Best Framework: Alt #4, some liked Alt #1
Most Realistic: connect east on Kasser

TEAM #2

Team 2 preferred Alternative B and felt the following would improve it:
o moving schools closer to the village center
o modifying circulation alternative #4 to make Dry Creek go straight north (like in circulation alternative #1)
o extending village center densities south along Dry Creek Road
 
1. Which Village Center location, design, and land use combination do you prefer?
Location: #B (urban), #C combination
Design: Dry Creek all the way through-smaller secondary (eliminate diagonal)
Land Use: #C compact, #B spread out
 
2. What location for new schools relative residential areas do you prefer?
Location: Alternative C with schools moved closer to village center
 
3. What alternative's open space system is the most appealing? Why?
Best Features: utilization of waterways, drainage and ponds; Elverta buffer on either side of Elverta Road, power line greenway
 
4. Based on what we know now, what regional access framework do you prefer?
Best Framework: #4
Most Realistic: use 16th through to Placer, 16th also to Dry Creek and 16th to Elverta Road to Dry Creek route
 
Other Comments: spreading out features will help contribute to the rural flavor
 

TEAM #3

Team 3 preferred Alternative B and made the following suggestions on how to make it better:
o have parks near schools
o neighborhood center on both sides of the street so every direction of traffic will benefit
o community center off main drag and connection to trail system
 
1. Which Village Center location, design, and land use combination do you prefer?
Location/Design/Land Use: neighborhood center on both sides of the street so every direction of traffic will benefit; community center placed close to neighborhood center, but not on Elverta Road
 
2. What location for new schools relative residential areas do you prefer?
Location: Alternatives A and B-NW Quadrant of A with park attached sitting on trail; and SW quadrant of B
 
3. What alternative's open space system is the most appealing? Why?
Best Features: parks near schools as in Alternative A NW quadrant and Alternative C in SW quadrant
 
4. Based on what we know now, what regional access framework do you prefer?
Best Framework: Alternative 4
Most Realistic: Alternative 4
