Flagstaff's Planning Commission has initiated a community-based process to review the issues, objectives and approach to improving the development and design review process. On August 25 and June 30, 1998 the Planning Commission sponsored a community workshops to discuss Flagstaff's defining features and characteristics. In addition, there were small focus group discussions with representatives from the business and development community; design and engineering community; and other community representatives.

The overall objective for the Flagstaff Character Management Project process is to analyze and update the development review process and supporting design and zoning tools. The project scope is to focus on multi-family housing and non-residential development outside the Downtown. However, its scope will be refined as the process identifies critical issues. This process is organized as three phases:

Phase 1: Assess Existing Resources and Identify Issues

Phase 2: Develop Design Management Strategy

Phase 3: Develop Design Management Tools

Focus group meetings and public workshops will be held throughout the process.
