The following transit and land use principles were approved as planning guidelines for preparation of a plan for the Intermodal Station Area.

Planning Principles

TRANSIT PRINCIPLES

  • Consider Amtrak's operational and facility requirements, including the opportunity for future high-speed rail service.
  • Consider opportunity for future high-speed rail service
  • Consider intercity and local bus operational and facility requirements.
  • Consider freight and museum collection rail access to the proposed Railroad Technology Museum and mainline rail tracks.
  • Consider Sacramento Regional Transit lightrail and bus service.
  • Consider Union Pacific's rail freight requirements.
  • Consider Paratransit service and other American's with Disabilities At requirements.
  • Consider phasing and implementation of expanded intermodal improvements while maintaining passenger rail, rail freight, passenger bus, and future light rail service.
  • Consider transit passenger ("the customer") needs and requirements.

 

LAND USE PROGRAM PRINCIPLES

  • Consider development of a "marketable" initial phase land development program that is consistent with the urban scale, mixed-use objectives in the adopted Railyards Specific Plan.
  • Consider providing for a strong thematic linkage and relationship to surrounding neighborhoods and districts.
  • Consider a street circulation plan that serves automobiles, light rail, bus, vehicular access, and other transit modes.
  • Consider providing recommendations on a comprehensive amendment package.
  • Consider pedestrian access and circulation to the area north of the mainline tracks including Railroad Technology Museum, Old Sacramento to the west, Chinatown/CBD to the south, and Alkali Flat to the east.
  • Consider a realistic financing and funding strategy that addresses the ability of public and private resources to support phased development of the Intermodal Station.

 

HISTORIC PRESERVATION PRINCIPLES

  • Preserve the Historic Rail Depot and REA Express Buildings.
  • Maintain historic passenger rail functions (i.e., ticketing, baggage handing functions, waiting area, passenger amenities, etc.) within Historic Depot Building.
