Phase 2 could had been completed this day May 17,2002. But one man a business man by the name of John Scarpatti. Complained about dust settling upon his documents within his office. Of course the fact that the doors of business were kept open this day allowed the dust to enter.
Considering New Jersey is facing drought conditions did not deter Mr. Scrapatti from demanding that water be sprayed upon the demolition to keep the dust down. One should also note that the dust was not that bad considering the extent of demolition. Also note that NO one was really impacted by the dust except Mr. Scarpatti.
Yet Mr. Scrapatti called City Hall and forced this part of demolition which was nearly completed to halt, requiring the company to acquire a permit for limited use of water to keep the dust off his documents!
Perhaps if Mr. Scarpatti kept his doors closed and turned on his air conditioner he would had never even noticed the temporary clouds of dust which rapidly disappeared. Instead in our drought conditions he is forcing the use of water to keep dust down from an area which really poses no threat to local citizenry.
