Phase 3 will it ever happen? Will the illegal use of mitigated property cease?

The above animation shows photographic proof of how businessmen show total
disreguard for mitigated property, still local authorties show no interest in enforcing
the violations of law they conduct on a daily basis.

MSA throughout 2003 had voiced its concerns to City Council, State Police, and Trenton Police
about vehicles illegally parked upon public property namely Mulberry Street that would otherwise
be considered abandoned vehicles. The photos above clearly show the vehicles have no license plates
which are required to be considered legally parked. Also Federal Law is being allowed to be continously
broken by the commercial use of mitigated property by business remaining in phase 3 of this mitigation.
