WPCC Mars Council Emergency Meeting Schedule

8:00PM – Guests arrive and mingle in reception area.

8:30PM – A few words regarding crisis and goals for meeting from WPCC CEO Reginald Wellesley II. The leaders of the colonies will be permitted to address the crowd with their own comments following CEO Wellesley’s address.

9:00PM – WPCC Mars Council convenes behind close doors.

10:00PM – WPCC Mars Council recesses for 30 minutes.

10:30PM – WPCC Mars Council re-convenes behind close doors.

11:30PM – WPCC Mars Council meeting ends and presents their decisions to all the guests in the closing ceremonies.

 

 

WPCC Mars Council Meeting Agenda

  1. The potential destruction of Earth and the possible impacts on the colonies.
  2. The unidentified transports above Mars Commerce.
  3. The internal strife at the ESB colonies and the danger it poses to the stability of the colonies in light of the current crisis.
  4. The reaffirmation for the support of Resolution 2734 by all the colonies regardless of how the situation on Earth plays out.

Any council member may send someone else as his representative to the council. The representative will have all the same voting powers as the member.

WPCC Mars Council Procedural Rules

Resolution Presentation – Any council member may present a resolution to the other council members for discussion and vote. The member must be recognized by the chair to present the resolution that will be done as soon as any current debate has been concluded.

Resolution Vote – Once the debate on a resolution has completed a vote is called by the chair. The vote is yea or nay and the members that have a veto must explicitly indicate whether they are using their veto. If a resolution receives more yea than nay votes and there is no veto it is considered binding to all members of the council and those they represent. A resolution that fails may be presented again later with the permission of the chair that must decide if there has been a change in the opinions of the council that would permit it to pass. A resolution may not be voted on unless all members or representatives from the major colony groups (NASB, ESB, and PSB) are present as well as the chair (WPCC) or his representative.

Resolution Debate – All debating between members of the council should be done in a civilized manner with each member being given an opportunity to present his position on it. In the event that the debate becomes too unruly the chair may take action as defined under his powers to correct the situation.

Chair Powers

  1. He can end the debate on any resolution provided that each member has spoken his position on the resolution at least once.
  2. He recognizes a member wishing to present a resolution and give them the floor to present it.
  3. He may have any member who becomes unruly removed although they may immediately send a representative in.
  4. He may call a 10 minute recess.
