This sort of thing actually does happen in war, all the time. In the recent Gulf War, the American forces asked for permission to fly their bombers over the country of Turkey, just so they could get to their intended enemy, Iraq. It is a sort of a grown up "Mother, May I" that kings and presidents play, for fun.
