In these drawings, universal expansion @ > c w/out violation of special/general relativity and/or causality is illustrated. Both blue & red dots are embedded w/in the 2d plane and cannot leave it, anymore than we, barring technological means, can take a shortcut through the fourth dimension.

the 2d plane has been deformed through the 3rd dimension; but the dots, being 2d entities, cannot perceive the third dimension at all. The absolute & relative velocities of the dots has remained zero the entire time, yet the distance between them has doubled.
