On February 2, 1999, on a motion by Charles Lewis, IV, the Committee of the Whole's voted to go forward without a formal mission statement.

Membership in the Committee of the Whole is open to any El Cerrito resident or business owner.

The co-chairs of the Committee of the Whole are:

• Barbara Chan
• Anne Delehunt
• Al Miller
• Thom Stark

The Committee of the Whole has constituted the following sub-committees:

• Finance Review Accountability Team

At its organizational meeting on April 9, 1998, the Committee of the Whole adopted the following Ground Rules:

• No stacking votes (be full participants) eligibility standards for voting
• Rotating "chairs"
• City staff and Council are there as resources, not to lead
• All voting will be done before 10:00pm
• All meetings will stick to the agreed-up agenda
• "Open" meetings; all vote - no proxy votes
• All to be heard/All participants practice active listening & respectful speaking
• Questions will be answered fully and to satisfaction of group
• Subcommittees and priorities should be decided by citizens
• Speakers should deal with ideas not personalities/no personal attacks
• Written report with: recommendations and minority reports
• Be willing to negotiate
• Numbers provided in advance
• No pre-determination of the results

At its June 10, 1998 meeting, the Committee of the Whole adopted a policy that all official communications by any sub-set of the Committee of the Whole to the City Council must first be approved by the Committee of the Whole.

• Chief Linda Fellers' presentation on the Police Department and her charts and graphs from that presentation.
• Chief Stephen Cutright's presentation on the Fire Department.

• On June 15, 1998, the Committee of the Whole presented six interim recommendations to the El Cerrito City Council.
• On December 1, 1998, the Finance Review Team presented its Report on Redevelopment to the Committee of the Whole. The Committee of the Whole has since been discussing and debating the FRT's Report and working to develop its own Report to the City Council.
• On March 1, 1999, the Committee of the Whole voted to pass on to the City Council its own Report on Redevelopment. The Co-chairs presented that report to the City Council in a study session held on March 15, 1999.
