Gagnon has a commitment to Long Beach State and was quoted in his local paper as saying he wouldn't sign with a major league team unless he was drafted in the fifth round or earlier.  That could simply mean it might take fifth round money to sign him.  As a senior, he went 8-3, 1.58, with 82 strikeouts in 79 IP.
