Walker washed out of the Brewers' system long ago, but seems to have revived himself as a closer in independent ball.  The walks could be a problem.  The Pirates no doubt signed him to provide some pitching depth in the middle of their system.  In keeping with his odd-numbered-year pattern, however, he never appeared anywhere in 2009.  He also was not on the list of minor league free agents released by MLB after the season.  Since he clearly was eligible for free agency, I'd guess he retired or the Pirates released him before the list came out.
