The Pirates selected Cabrera from Boston in the minor league phase of the 2005 Rule 5 draft. I haven't found any information about him for 2002-03, except that he signed with the Sox in 2002. Presumably he was either playing in the Dominican or he was hurt. He finally got to the U.S. three years after he signed and then was promoted quickly to full season ball, where he couldn't throw strikes. Judging from the K rates, he probably has good stuff. Without knowing more, it's impossible to say whether he's a prospect or just roster filler to help cover for the Pirates' lack of quality pitching in the low minors. He could open 2006 at Hickory or Williamsport.
