The Pirates selected Garcia in the minor league phase of the Rule 5 draft. He must have spent at least two years pitching in the Dominican Republic to have been eligible for the draft, or he could have been hurt. He pitched well in his second shot at rookie league, but he was far too old for the league by then. He started 2005 as Hickory's closer, but didn't hold that job for long. The Pirates consider him to have a good arm and his K rate at Hickory was fairly good, but he gave up a lot of hits and walks, and a few too many HRs (7) as well.
