The Pirates signed Cullen as a free agent late in 2008. He didn't put up good numbers in college and, despite the lower ERA, he wasn't any better in independent ball. He spent 2009 in the Lynchburg bullpen and pitched very well early in the season, but his ERA was over 8.00 in each of the last three months, including September. He doesn't have good stuff, but instead relies on keeping the ball down; he had a groundout to air out ratio of 1.85. If he returns in 2010 it'll probably be as bullpen depth in class A.
