The Pirates selected Hill from the Twins in the AAA portion of the Rule 5 draft.  He put up some decent K rates in some of his years with the Twins, but otherwise didn't show a lot, at least judging from the numbers.  Their bad drafting in recent years has left the Pirates with very few pitchers with the ability to advance past the low minors, so they need to add players like Hill to fill out the rosters in the upper half of the system.  He spent 2008 in the Altoona rotation until he missed the last month with an injury.  He put up mediocre numbers across the board.  Hill was eligible for minor league free agency after the season but re-signed for 2009.  He'll no doubt return to Altoona.
