Powell looked like a decent prospect in the Expos' chain, but he never got established in the majors until he decided to try his luck in Japan. He had a good five year run from 2002-06, but declined badly his last two years. The limited playing time in 2007 may indicate he was hurt. Powell has never struck out a lot of hitters, but has seldom walked many, either. The Pirates signed him to a minor league contract for 2009. He did not receive an invitation to major league camp in spring training, but instead competed for a spot in the Indianapolis rotation. He ended up mainly in the bullpen, but made spot starts throughout the year. He seems to have rebounded well and he finished strongly, with an ERA of 0.99 in August and September. He pitched much better overall out of the bullpen, with an opponents' average of .245 in relief compared to .322 starting. According to the blog maintained by the Indianapolis announcer, Powell would like to return. If the Pirates believe he's rebounded from his 2007-08 problems, they might want to oblige him.
