The Pirates selected Chavez in the minor league phase of the Rule 5 draft.  Although he pitched in the Mexican League in 2007, he was still under contract to the Angels.  Throughout his career he's walked very few hitters, but he strikes out almost nobody and appears to be extremely hittable.  The Pirates outrighted him to a Mexican League team, a procedure I'm not familiar with.  He had a decent year in 2008, with maybe the lowest K rate I've ever seen for a pitcher with more than a few innings.  I don't know whether the Pirates expect him ever to pitch in their system or not, so I have no guess where he'll be next year.
