I
couldn't find any information at all on Kelly before he went
to junior college. The Pirates signed him just before the DFE deadline.
His JC stats were probably a little skewed because he appears to have
played in a high-offense environment, but his ERA and opponents' BA were almost
exactly average for his team. His first name is shown in some places
as William. Kelly struggled
in his brief GCL debut, although his last
start was good. He finished the season on the injured list. He opened 2008 in the State College rotation but pitched poorly, struggling with his control. The Pirates placed him on the restricted list for the month of August for unknown reasons, but he came back for one game in September. He doesn't look ready for full season ball, but the current management isn't as big on having players repeat levels as their predecessors so it's possible he could get at least a brief trial with West Virginia.
